OpenAI Pledges to Cover Power and Grid Costs and Publish Data Center Water and Energy Use

The commitments aim to keep local households and businesses from paying for OpenAI's data centers as voters push for tighter oversight.

OpenAI has responded to voter backlash against data centers by publishing a National Community Compact and a Compute Campus Policy Blueprint. The company pledges to cover the full cost of the electricity it uses and the grid upgrades its facilities require, so that local households and businesses are not charged for them. It also commits to closed-loop or low-water cooling and a local water plan, publishing water and electricity use for each site, and refraining from non-disclosure agreements with public officials. OpenAI says the work was planned before the midterm results, though 39 local measures restricting data centers passed, a sign of the oversight residents want.

Why it matters

The pledges shift the cost of electricity and grid upgrades for OpenAI's facilities away from nearby ratepayers and put water and power use for each site on the public record. Residents gain a clearer view of what a data center draws from their area. Because 39 local measures restricting data centers passed in the midterms, the commitments show how strongly communities want oversight of these facilities.
