Drone attacks reach NATO waters near Bulgaria and Romania

The incidents widen the risk to Black Sea shipping and show NATO adding more counter-drone support along its eastern flank.

Suspected Russian drone attacks have now reached the waters of a NATO member, with reports that a cargo ship and two chemical tankers were hit near Bulgaria and Romania, raising the stakes for Black Sea shipping and border security. If the tanker case is confirmed as Russian activity, it would mark attacks inside Romania’s territorial waters, not just its exclusive economic zone, after at least seven vessels have already been struck in NATO countries’ maritime zones. The incidents took place within 24 hours on October 14-15, and Reuters said the tankers were anchored near the mouth of the Sulina canal, a key Black Sea-to-Danube export route for Ukraine. NATO Secretary General Mark Rutte said on October 15 that the alliance had added more counter-drone capability along its eastern flank after speaking with the leaders of Bulgaria and Romania.

Why it matters

For shipping and border security in the Black Sea, the point is not just that more vessels were hit, but that the suspected attacks now extend to waters a NATO member treats as its own. The timing and location of the tanker incidents, near the Sulina canal, also matter because that route is important for Ukraine’s exports. NATO’s added counter-drone capability means the alliance is responding as the threat moves closer to member territory.
