Meta may delay revised business terms again after publisher pushback on AI training

Existing terms stay in force while Meta consults industry groups, and legal experts say the revised wording does not clearly rule out training on news content.

Meta has signaled it will likely postpone its revised business terms, originally set to start October 30, beyond the newly set November 20 date after publishers objected to possible use of their content for AI training. Meta's communications head, Andy Stone, said the company will not change policy without full consultation with industry groups and leaders, and that implementation would be pushed back if that process runs past November 20, with existing terms staying in force meanwhile. The terms had seemed to let Meta train AI models on news content from sites linked through Facebook and Instagram; Meta removed the explicit 'train' wording, but legal experts said that was not enough to rule the use out. Opposition has also come from the News/Media Alliance and from lawmakers across parties, including Senators Marsha Blackburn and Adam Schiff, who criticized the change and urged Meta to reverse it.

Why it matters

For publishers whose news sites are linked through Facebook and Instagram, the dispute is about whether their content can be used to train AI models. Meta has removed the explicit word 'train' from its terms, but legal experts say that change does not settle the question. Until the consultation finishes, the current terms remain the ones that govern their content, and the outcome will show whether a platform can change such terms without first consulting the groups affected.
