Chinese crime ring used Staples systems to issue more than 15,000 gift cards
The case shows how stolen gift cards can be turned into fast in-store spending before retailers can stop them.
A Chinese crime ring exploited Staples’ customer-service infrastructure to mint more than 15,000 gift cards and funnel them into retail purchases at chains including Target, Sephora, and Lowe’s. The scheme dates to 2023, when Homeland Security Investigations was notified, and it became public only after a search warrant was unsealed last week. Investigators say the stolen cards were quickly spent through runners before they could be canceled, with one retailer reporting 3,850 cards worth more than $140,000 used across 85 stores in two days. Across the broader fraud, 4,630 cards worth about $425,000 were traced, and the criminal group’s gift-card thefts topped $100 million when this case is included.
Why it matters
For retailers and customer-service teams, the case shows that card issuance systems can be abused at scale and that the losses can spread quickly into stores before cancellation is possible. The public total, now above $100 million for the group, suggests this was not a one-off theft but part of a wider gift-card fraud operation that has already reached multiple chains.
